No, you can only employ Migrant Domestic Worker (MDW) from MOM (Ministry of Manpower) approved source of countries for MDWs. The countries are: Malaysia, Philippines, Indonesia, Thailand, Myanmar, Sri Lanka, India, Cambodia and Bangladesh.
All Singapore citizens, Permanent Residents and expatriates (holding valid employment or work passes), having a valid reason to employ a Migrant Domestic Worker (MDW) at their residence, are eligible to apply but subject to MOM approval. For expatriate employers, they have to declare that their family members are living with them upon application.
There are 2 types of employers: Local and Expatriate
A local employer needs to provide following details to process the Migrant Domestic Worker’s (MDW) work permit application:
Identity Card (as well as those of members of his household)
Proof of income in the form of Notice of Assessment (and that of the spouse if applicable) or his authority to the Ministry of Manpower to verify his income (and his spouse’s if applicable) with the Internal Revenue Authority; or if he has recently returned after an extended absence, a letter by an officer of the company he is attached to showing:
i. His position in the company
ii. His monthly income
iii. The date employment commences
If Notice of Assessment is not available and the Employer has not paid income tax in the current or previous year:
1. his income tax assessment if he was working abroad
2. and a statement from CPF showing his contribution for the last 3 months, if applicable
An expatriate employer needs to provide following details to process the FDW’s work permit application:
1. Passport Copy- of self and members of the family
2. Employment pass and dependent pass of family members living with him/her
3. Company Letter of Offer
Employer is responsible for the repatriation of the Migrant Domestic Worker (MDW). You are required to post a security deposit (bond) of $5,000 per maid with the Work Permit Department, MOM. If you fail to repatriate the MDW after cancellation of her work permit, you risk losing the $5,000 security deposit (bond).
Yes, you can purchase an insurance policy with various options to avoid making the $5,000 deposit. However, you may (depending on the insurance package and options you purchase) still be liable for the $5,000 if you fail to repatriate the Migrant Domestic Worker (MDW) for any reason required by the Law in Singapore.
Employers are required to purchase personal accident/hospitalization insurance coverage for the Migrant Domestic Worker (MDW).
Within 14 days of your Migrant Domestic Worker (MDW) arrival to Singapore, she must undergo a medical examination, and certified fit. Thereafter, the MDW is required to undergo six-monthly medical screening, for VDRL, pregnancy, and HIV.
Yes, as an Employer, you are required to bear the full cost of the medical care, including hospitalization. It is advisable to have insurance coverage for hospitalization expenses for your Migrant Domestic Worker (MDW). Depending on the options you choose when purchasing personal accident insurance coverage, it may have been included.
A Migrant Domestic Worker (MDW) levy of $300 (normal) or $60 (concession) is payable every month by employers. Levy charges begin one day after the MDW arrives in Singapore. For first-time FDWs, the levy will begin on the fourth day of the worker’s arrival (excluding the day of arrival).
Payment should be paid via GIRO. The MDW’s Work Permit (WP) will be cancelled if you fail to maintain a valid GIRO account. Levy is payable by employers at the end of each month. However employers are given up to 14 days to make payment, ie. by the 14th of the following month. The levy payment is deducted via GIRO 3 days later, i.e. on the 17th of the following month. If 17th is a non-working day, the deduction will be made on the next working day.
Presently MOM regulation does not allow the part-time employment of Migrant Domestic Worker (MDW).
An employer is eligible for a levy concession for each Migrant Domestic Worker (MDW) (max. for two MDWs for each household) if he/she satisfies conditions set by MOM. Generally, a household that has a child/grandchild who is a Singapore Citizen below 16 years old or an elderly (Employer/Spouse/Parent/parent-in-law/grandparent/grandparent-in-law) who is a Singapore Citizen aged 67 years old or above may be eligible to apply for a levy concession but subject to MOM approval. You can claim tax relief if:
1. you are a married woman and has elected for separate assessment; or
2. you are married and your husband is not resident in Singapore; or
3. you are separated or divorced or widowed and living with your unmarried child for whom you can claim child relief.
The relief is two times the amount of Migrant Domestic Worker (MDW) levy paid for one MDW. It can only be set off against the earned income of the wife. Single taxpayers are not eligible for this relief. You can get the relief even if the levy is paid by the husband.
Migrant Domestic Worker (MDW) can send via Western Union which is recognised as the fastest and most efficient methods to send money worldwide and this service is available at selected 50 post offices in Singapore.
You should cancel the Migrant Domestic Worker’s (MDW) work permit immediately to stop the levy payment. You are then given 1 month to locate and repatriate the MDW. Otherwise, you risk losing the $5,000 security deposit.
You must repatriate the Migrant Domestic Worker (MDW) immediately.
